Remember that if you add a profile picture you must have a Google account. If you have no Google account so to learn How to create a Google account?. OK if you have no problem log in to your Google account then first login to Google by your Google username and password.
Now if you go to Google home page that's it alright then. Or if you open to your Gmail then there is no problem.
If you stay on Google home or gmail home page then click to the icon on top right your browser. Then click to Photo icon where you can see this text "Change Photo".
Now open a photo upload dialog box. Where you can select your profile picture in 4 way. 1) Upload photo from your Hard disc, or 2) Choose your Google previous all uses or uploaded photo, or 3) Choose your previous profile photo, or 4) Select your photo by your webcam.
When you select an photo then after set your profile photo that means crop and rotate your photo. Now Click to "Set as profile photo" and done it.
